How, when and where?
Make certain you have enough for the entire office and hand them out to the women as well as the men. They make cigars just for this type of thing that have blue or pink ribbons around them. It’s more for the show than for the smoking and most should know that. But, it’s not a mans world anymore so women shouldn’t be left out.

Nowadays, it’s better NOT to pass out cigars since fewer and fewer people smoke. Why don’t you pass out something different instead?

I don’t know of anyone who does this anymore. This hasn’t been a common practice for fifty years.
Nowadays the father usually takes a photo of the baby, digitally inserts it into an announcement frame with the baby’s vital stats, and emails it to family and friends. Consider it an "electronic cigar."
The cigar represents a celebratory favor or gift, so think about what is a symbol of celebration in your family. Buy your buddies a round of beers, pass out candy to the kids, etc.

Offer a cigar to those who approach you to congratulate. Hold the box open at your chest and say "would you like a cigar to celebrate?"
Be prepared with an alternative– such as chocolate or gum cigars– if the celebrant declines

I know the chocolate store around here sells chocolate cigars wrapped in blue or pink tin foil. I would say that’s a better bet and you can pass them around to whoever you’d like.
